Based on the bizarre behavior described in the Magistrate's findings, the guy definitely has mental health problems. My sympathy to the women that he has harassed. That would be scary having this guy stalking you.

I think it is pretty obvious that Eustice won't stop stealing, harassing and stalking until he is in jail.
