The armorer failed to maintain positive control of firearms and ammunition. Allowed recreational target shooting with guns being used, and allowed real ammo on set.
The assistant director failed to double-check the gun before announcing "cold gun" and handing it to Baldwin.
Baldwin MAY hold some legal responsibility for hiring an unqualified armorer.
If he was aware that this was going on, Baldwin owns it since he was the producer/HMFIC.
Hell, he was likely participating in it (rec shooting).
