He has some responsibility, but not all. A movie site is not a gun range, there is no place or reason for having live ammo on a movie site.
And everyone keeps saying he hired the armorer, that has not been verified publicly in any way...there were 7 producers on the film, I have a hard time believing dumbo was in charge of catering and weapons procurement.
And that is where his responsibility lies. He should have hired a competent armorer, and had he done so there would have been no live ammo on site and no accidents involving firearms.
