Baldwin MAY hold some legal responsibility for hiring an unqualified armorer.

If he was aware that this was going on, Baldwin owns it since he was the producer/HMFIC.

Hell, he was likely participating in it (rec shooting).

If that's the case, let's enumerate Baldwin's responsibilities.

As the Producer/HMFIC

1. He was responsible for the hiring of all of the players either directly or indirectly.
2. He knew what the safety protocols were and knew they weren't being followed.
3. He allowed and possibly participated in recreational shooting with live ammo.
4. He knew his armorer was inexperienced.

As an actor/producer, he had knowledge of all of that, had knowledge that the gun he was using was capable of firing live rounds, had recently been used to fire live rounds and that there were live rounds remaining in the area. If he was playing with the gun off script, add that to his negligence.

I could almost give him a pass if he was just an ignorant actor with none of the above knowledge, but as an actor/producer/HMFIC knowing all that? Serious civil liability and perhaps criminal as well. That just an absence of all care.
