The story I’ve heard is that the Armoror was not on set at the time. Is this true?

Assuming that being the case, the executive producer should have made sure there was no gunplay until the Armoror was present.

If this is true, about the Armoror not being present, and there being gunplay anyway, guess who is responsible?

Baldwin is responsible.

He was not only the senior person in the production, he was present, and through his actions violated the safety protocols he was responsible for ensuring as producer.

It's not a gun range. Being a movie, where actors point guns and pull triggers, it was his job to cock and fire a set gun that should have held nothing but dummy rounds or blanks. Safety is the job of an armorer.
