Pretty much everyone involved was almost certainly Hispanic, including those little kids shot. I live and work in a demographically similar area, race ain’t that big a deal around here.
Shooter could be American-born, a Dreamer or a recent immigrant it wouldn’t matter all that much in South Texas.
