The BP agent had no chain of command there. The local cops had a chain of command and it appears they were waiting for the "word" to go in from someone. The BP agent just went in like he was supposed to since he did not have to go by the Uvalde P.D.s orders. That is my take on it. Like I said, my training was to team up with the first officer and go in.
