Their is a really old saying in the Army and in the other branches of the military I'm pretty sure.
Pretty sure many have heard it.
Really applies to alot of scopes of people who are in the business of public trust and defending the public and not just the military.

In the absence of orders or fugged up conflicting orders, or even when you dont know what to do in a rapidly developing or totally changing situation.
Any action is better than inaction.

99 times out of 100 you will not be wrong for doing it no matter what you were told or was planned.
