Putin’s word is good with an agreement just like his word was with the Russian Bonds Defaults.
There are a couple of things to consider. 1-If Russia did attack a position in Odessa it may not be a violation of the agreement and may have been in response to something Ukraine did that violated the agreement. Or 2- It may be a false flag attack staged by Ukraine.

The Syrian government was accused of gassing a rebel village in Syria when in all likelihood it was staged by the ISIS rebels to get sympathy from the international community.
I’m sure that covers it all.
