It is.
That is to be a good man. The man is still of free will to do as ordered by God or to reject it. Good men such as King David and the Apostle Peter (and virtually every other good man) at times chose not to follow God’s orders because we have free will. In that sense a good man and a wicked one are similar. The difference being a good man has free will and repents when he chooses not to follow God and strives to follow his word. A wicked man does not repent and makes no attempt to follow God’s word.
