Doesn 't have to, most of the Truckers involved are probably independents? Can't imagine any trucker driving a company owned rig participating. So maybe they should just leave with their trucks and not haul any loads to Ottawa at all again or Quebec and BC if that 's what it takes, no hauling to any "mandating province" just shut them off.
