Putin unable to attend the BRICs conference in South Africa due to the outstanding international arrest warrants on him.
The warrant was issued by the ICC (International Criminal Court) in The Hague. It has jurisdiction in any member nation which are obligated to arrest Putin for war crimes that he is charged with.
This limits Putin’s travels to non ICC member nations only and he had observed the warrants traveling accordingly.
ETA: South Africa is a member nation of the ICC which is why Putin won’t attend the BRICs conference there. SA is trying to repeal its membership in the ICC.
