The “smart bombs” the U.S. used in the First Gulf War were almost all “dumb” bombs from the Vietnam War fitted out with guidance kits. So, if Russia finally figured that out 30 years later, good on them. When the Russians intervened in Syria, they brought a small amount of their best stuff, but most of the ordnance was “dumb.” It still did the job, but the shortcomings of their own military-industrial complex has been one of Russia’s major challenges in the current war. It’s one of their major logistical headaches that has hampered them far more than anything else.
