Ukraine was never eligible to join NATO because of the disputed borders.

Now add in that NATO has expanded dramatically after Puty Bois dumb invasion and the Orcs have an extra 800 miles of NATO border that they have zero interest in fortifying because Puty Boi knows NATO was never a threat to attack Orcland.
