For these and all similar reasons is why seized Russian assets will be used in the rebuilding process for Ukraine and Putin knows it.
So then, Russia has no incentive to hold back? How is Ukraine going to be rebuilt if it's under Russian control? Is whoever is holding the assets going to turn them over to Russia?
