When you say fracture, do you mean in regards to the current hostilities or in the long term. Because it should be clear to everyone, including Putin, that his moves have legitimized NATO for the next ten years plus. Hell Finland and Sweden now want to join and Germany is pledged to start pulling their weight (wait and see). Putin wanted NATO off Russia's borders and now he's going to get more.
