IRL, Russia can attack Kiev at will, as Kiev's air defenses are destroyed or inoperable. Russia destroyed missiles for the Patriot air defense system during yesterday's missile attack on western Ukraine. The few remaining complete sets of Patriot installations will now not be able to be used for at least another month.
