This is interesting about the out of area officers.. Come to think of it most of our officers are not from this area.. The only difficulty I would see in this is a Calif. officer would probably have a far different view of law than those who have lived in a rural area all their lives.. Not always true I know, but the officers in this area that seem most difficult to talk to are from bigger cities..
I always felt when I drove though Idaho and Montana the officers would be folks that are local.. Guess not..
