Either a throat length issue or a neck diameter issue. Just take the brass that chambers easily, and seat a bullet way deep, and check again. That will eliminate or confirm the neck diameter possibility. I don't see any reason why they would ream it with a neck so tight that factory ammo wouldn't chamber, but I guess anything is possible.
It would certainly add a quite unnecessary and complicated step if every piece of brass for that gun had to be neck turned.
