The American people were allowed to believe that it was just a decoration but its not. When you see a flag that resembles a regular US flag with YELLOW FRINGE border on the edges, it means that you are in a special place. A place that should not have any jurisdiction over you if you are a normal citizen. The President of the United States designates this difference from the regular flag, by executive order such as Ike did, and in his capacity as Commander-in-Chief of the military he makes it so. The placing of a fringe on the national flag, the dimensions of the flag and the arrangement of the stars in the union are matters of detail not controlled by statute, but are within the discretion of the President as Commander in Chief of the Army and Navy.

Here we go!!!

American Legion-Records indicate that fringe was first used on the flag as early as 1835. It was not until 1895 that it was officially added to the national flag for all regiments of the Army. For civilian use, fringe is not required as an integral part of the flag, nor can its use be said to constitute an unauthorized addition to the design prescribed by statute. It is considered that fringe is used as an honorable enrichment only. (Military tradition)

Military Family Support Group-In May of 1776, Betsy Ross reported that she sewed the first American flag.
Gold trim/fringe is generally used on ceremonial indoor flags that are used for special services and is believed to have been first used in a military setting. It has no specific significance and its use is in compliance with applicable flag codes and laws.

Custom Flags- This sums up what many websites say

Gold fringe on flags add a level of elegance to the American flag, military, state flags, custom flags, and international flags. We wanted to provide insight since there are so many questions surrounding the use, meaning, and myths of fringe on flags.

Fringe on a flag is a decorative feature only. According to The American Legion, fringe on flags was first used as early as 1835. The Army added gold fringe to American flags beginning in 1895

Does the flag code mention fringe on American flags?
The Flag Code includes appropriate uses, dates to fly the flag, how to display flags, proper respect, but does not specifically mention fringe on US flags.
