Not really, when you put things into perspective and understand what the words actually mean.

How about a Hypo..., lets say that Beto gets drunk again and smashes his vehicle into a light pole this afternoon.

Officer K22 is dispatched to the scene and arrests Beto for drunk driving, resisting arrest and trying to bribe officer K22.

He is put into K22's squad and hauled down to the station for processing. When the DA gets wind of this he orders Beto released, chastises K22 for arresting a politician to close to the Midterms as he would be in violation of the Hatch Act. His arrest would have an impact on the outcome of the election, therefore his arrest would be considered Illegal.

Yup, that is how ridiculous the claim that Sessions has his hands tied due to the Hatch Act.

When this statue was written there was no internet or even TV. The term influence was directed to specific activity such as bribery and intimidation of voters and politicians and Not at Public Opinion..
