Is this what Q and Trump were referring to when they said, Buckle up Buttercups?

Here is Trump in Houston saying essentially the same. Is Trump referring to another thing by saying the word Pause? He has said to Make no mistake, it's a 3 year pause but it will be a 4 year pause.
