I doubt that. The velocity difference is about 350 fps at the muzzle and the difference in performance is illustrated below. The first is a CB and the second a CCI SV LR both recovered from hogs. Both penetrated bone, but the CB went thru multiple layer while the LR did a single vertebrae.

The reason for using solids in DGR on ele and such is fairly represented below in my opinion. Penetration is a matter of momentum and RETAINED sectional density. Expansion ain't your buddy in this equation.
