Sounds like the MN DNR read and believed what the WI Deer Mgmt idiots wrote and practiced.
Believe it or not Bill, not nearlys as screwed up as the WI DNR. Some things, like the sharp shooters in the TB zone, but not on the level with WI DNR for screwed up-ness.
